Building a Villa on the Costa Blanca From the UK or Abroad: How It Works

You do not need to live in Spain to build a house there. Here is the sequence from plot to keys — what you decide, what we do, where you pay in stages — and what a 2026 villa costs per square metre.

Short answer

You can build a new villa on the Costa Blanca without living in Spain. The sequence is: check the plot before you buy it, have an architect prepare the project, obtain the full building licence, build against a written scope with payments tied to finished stages, receive weekly photo and video reports, and finish with the first-occupation filing that lets the utilities connect. In 2026 the build costs from €1,800 per m² of built area at Standard finish, €2,200 at Premium and €2,600+ at Luxury, before IVA — a 140 m² villa at Standard is €252,000. The plot, the architect's project and the licences are separate.

Many of the people who build on this coast live in the UK, Scandinavia, the Netherlands or Poland. They choose the plot on a holiday, then need a team that can run the project when they are not there. This is the sequence we follow for them, and what to insist on from whoever you hire.

The sequence, step by step

StepWhat happensYou need to be there?
1. Plot checkBefore you buy the land: buildable area, distances to the boundaries, permitted height, how far the water and electricity connections areNo
2. Design and projectThe architect prepares the basic project the licence application needs; you approve plans and finishesOptional — video calls work
3. Full building licenceA new house needs the full licence (licencia urbanística) before anyone breaks groundNo
4. Quotation and contractA written scope with materials named, a price split into stages, and what is not includedNo
5. ConstructionWeekly photo and video report; each stage paid after you have seen it finishedNo
6. First occupationFiled as a declaración responsable; utility companies typically ask for it before they connect the house in your nameNo
7. HandoverA walk-through — in person or by video — and a written list of anything to adjust before the last paymentRecommended

1. Check the plot before you pay for it

The most expensive mistakes in a new build are made before the first drawing: buying land that cannot hold the house you imagined. Before you commit, we check what the plot allows — the buildable area, the distances to the boundaries, the permitted height and how far the water and electricity connections are — so you know what can be built before you commit to the land. A plot in an urbanisation inland is often larger and calmer than one on the coast, which is why places such as Los Montesinos are a common choice for a new house.

2. The licence comes first

In the Valencian Community a new house needs the full building licence before work starts; most renovations only need a filed statement, but a new build does not. The architect's project goes with the application, and the town hall also charges the construction tax ICIO — 4% of the cost of the works in both Torrevieja and Orihuela. On a €252,000 build that is about €10,080. The full picture is in our guide to building licences.

3. What it costs in 2026

FinishPer m² of built area140 m² villa
Standard€1,800€252,000
Premium€2,200€308,000
Luxuryfrom €2,600from €364,000

Prices are before IVA. Not included: the plot, the architect's project and the licences, and the pool or terrace if you want one — a concrete pool is from €13,500 and the terrace around it usually adds €2,000–5,000 (pool costs). Where the money goes, line by line, is in the villa construction cost guide.

4. Pay against finished stages, not dates

When you are not on site, the contract protects you. Insist on payments tied to something you can see — foundations complete, structure up, roof on, first-fix services before the walls close, finishes — each released after you have seen photographs of the finished stage, with a small retention until the handover list is closed. Avoid large payments ahead of the work and ask for invoices with IVA shown separately. The same logic for renovations is in renovating from abroad.

5. Reports you can read from your sofa

A weekly report should say what was built this week, what happens next and whether anything is waiting on a decision from you. Photos from the same angles each week make progress obvious, and a short video walking round the site is worth a dozen stills. We send ours on WhatsApp, in English. Decisions on materials and models are made and written down before the stage that depends on them — changing a decision afterwards is the costliest thing on any site.

6. First occupation and the utilities

When the house is finished, a second step follows: the first occupation (primera ocupación), filed as a declaración responsable. Utility companies typically ask for it before they connect the house in the owner's name, so budget time and fees for it. As a non-resident you will also need a Spanish tax number (NIE); your gestor arranges it and advises on taxes in your country.

Questions we get asked

Can I build a villa in Spain if I live in the UK?

Yes. With the plot checked, the architect's project and licence in place, a written scope, payments tied to finished and photographed stages and a weekly photo and video report, the build can be run without you on site. Most owners come for the handover; some do the walk-through by video.

How much does it cost to build a villa on the Costa Blanca in 2026?

From €1,800 per m² of built area at Standard finish, €2,200 at Premium and €2,600+ at Luxury, before IVA. A 140 m² villa at Standard is €252,000. The plot, the architect's project and the licences are separate.

What do I need before the builder can start?

The full building licence, which needs the architect's project. A new house cannot start under a declaración responsable — that route is for renovations. The town hall also charges the ICIO construction tax at 4% of the cost of the works in Torrevieja and Orihuela.

Can you check a plot before I buy it?

Yes. We check the buildable area, the distances to the boundaries, the permitted height and the utility connections, so you know what can be built before you commit to the land.

How do I pay a builder in Spain if I live abroad?

By bank transfer, in stages tied to completed and photographed work rather than to dates, with a small retention until the handover list is closed. Avoid large payments ahead of the work.

Start with the plot

Send the address or the cadastral reference of the plot — or the listing you are considering — and what you want to build. We reply with what is realistic, the order of costs and what has to be checked before you commit, on WhatsApp or by email, in English. More on building a new villa with us.

Licence routes: Decreto Legislativo 1/2021 (TRLOTUP), arts. 232, 233 and 241. ICIO: Torrevieja and Orihuela ordinances, 4%. Prices: Creator Company 2026 price list, before IVA. General information, not tax or legal advice for a specific case.

Planning this on your own property?

Send the address and a few photos. We will tell you what is realistic, what it costs and what has to be checked on site — before any commitment.
