Builders in Torrevieja: renovations, pools and new villas

Torrevieja is where we started and where our office is, so most of our work is within a short drive of it. The town has two very different kinds of property, and they need different things from a builder: apartments in the centre and along the coast, often in buildings from the 1970s–2000s, and detached and semi-detached villas in the urbanisations — Los Altos, El Chaparral, Torreta, La Siesta, Aguas Nuevas — where the plot usually has room for a pool and a terrace.

Licences and taxes in Torrevieja

Torrevieja is in the Valencian Community, so the regional planning law (the TRLOTUP) decides which permission a job needs:

• Renovation without structural work — a new kitchen or bathroom, floors, rewiring, windows in the same openings: a declaración responsable filed with the town hall, and work can start the day it is filed complete.
• Work that touches the structure — a load-bearing wall, a new opening in the façade: still a declaración responsable, but it needs a certificate from an architect or engineer.
• A new house or villa: a full building licence, and work starts only once it is granted.

On top of any of these, the Ayuntamiento de Torrevieja charges the construction tax ICIO at 4% of the cost of the works. In an apartment building, the community of owners is a separate permission from the town hall — anything touching façades, terraces or shared elements needs its agreement first. If you live in the UK, Poland or Sweden

Most owners we work for in Torrevieja are not in Spain while the work happens. What makes that work: a written scope with every material named, a price split into stages that you pay only after seeing each stage finished, a photo and video report every week, and one person who holds your keys. VAT on a home renovation can be 10% instead of 21% when the property is your private home and the conditions of the tax agency are met. Is there an English-speaking builder with an office in Torrevieja?

Yes. Creator Company works from its own office at Calle Valencia 9, Local A, 03185 Torrevieja, open Monday to Saturday, 9:00 to 19:00. We work with clients in English, and the team also speaks Spanish, Ukrainian and Russian.

How much does it cost to renovate an apartment in Torrevieja?

At our 2026 list prices, a full renovation is €420/m² at Standard finish, €650/m² at Premium and €900/m² at Luxury, before IVA. For a 90 m² apartment that is €37,800 to €81,000. A cosmetic renovation without structural work is €270/m².

How much does a swimming pool cost in Torrevieja?

Our fixed prices by size start at €13,500 for 5×3 m, €14,500 for 6×3 m and €18,500 for 8×4 m, before IVA. Access for the excavator, the ground and the terrace around the pool are checked on site and quoted separately.

Do I need a licence to renovate my apartment in Torrevieja?

Usually not a full licence. A renovation that does not touch the structure needs a declaración responsable filed with the town hall, and work can start the same day. The town hall charges ICIO at 4% of the cost of the works. The community of owners must agree to anything that affects the façade, terraces or shared elements.

How long does an apartment renovation in Torrevieja take?

A renovation that keeps the layout and the services typically takes four to six weeks on site. A full strip-out with new plumbing and electrics takes longer, and kitchen or made-to-measure window lead times often decide the finish date.

Do you also work outside Torrevieja?

Yes — across the south of the Costa Blanca, most often in Orihuela Costa (Villamartín, La Zenia, La Florida, Cabo Roig), Ciudad Quesada, Algorfa, Los Montesinos and Guardamar del Segura.
