Orihuela Costa is the coastal part of the municipality of Orihuela, stretching south from Torrevieja to the Murcia border. Most of it was built from the 1970s onwards as urbanisations of villas, townhouses and low-rise apartments — many owned by British, Scandinavian, Polish and other European buyers who use them for part of the year. Permits in the municipality of Orihuela
Orihuela Costa is governed by the Ayuntamiento de Orihuela and, like the rest of the Valencian Community, by the regional planning law (TRLOTUP):
- Renovation without structural work: a declaración responsable filed with the town hall; work can start the day it is filed complete.
- Structural work — load-bearing walls, new façade openings: a declaración responsable with a certificate from an architect or engineer.
- A new house: a full building licence before any work starts.
- ICIO: 4% of the cost of the works, charged by Orihuela on top of any of the routes.
Many Orihuela Costa properties sit in urbanisations with a community of owners. Our fixed 2026 prices by size are €13,500 for 5×3 m, €14,500 for 6×3 m, €16,500 for 7×3 m and €18,500 for 8×4 m, before IVA. Budget €2,000–5,000 more for the terrace around the pool. Machine access and the ground are checked on site.
How much does it cost to renovate a villa in Orihuela Costa?
A full renovation is €420/m² at Standard finish, €650/m² at Premium and €900/m² at Luxury, before IVA — €50,400 to €108,000 for a 120 m² villa. Work that moves walls and strips the house to the shell is priced after a survey.
Do I need permission from my community to build a pool?
If the property is part of an urbanisation with a community of owners, check its statutes first: some regulate what can be built in private gardens or visible from the street. The town hall permission and the construction tax (ICIO, 4% in Orihuela) are separate from that.
Can a pool be built in winter?
Yes, and winter is a good time: site work is comfortable, crews are available, and the pool is ready at the start of the season rather than in the middle of it.
